Therefore, in case of rejection of 14 votes, Singh needed 26 votes for his win and his 14 votes as second preference were transferred to Chandra, taking his total number of votes to 29, Sharma said.
The numbers in the Rajya Sabha have been the Congress's last remaining stronghold. Union Minister Mukhtar Abbas Naqvi sailed through from Jharkhand. The threat of cross voting by Congress MLAs was very clear because that was the only way the BJP could ensure victory of the independent fielded by the party.
The Election Commission had originally announced elections for 57 Rajya Sabha seats falling vacant in 15 states due to the retirement of sitting members, but 30 candidates in eight states were elected unopposed at the end of withdrawal of nominations on June 3.
The BJP made a clean sweep in Rajasthan where all its four candidates, including Union Urban Development Minister M. Venkaiah Naidu and senior leader Om Prakash Mathur, were elected. In Uttar Pradesh, a BJP MLA voted for the Samajwadi Party, though it does not seem to have influenced the result. Rajya Sabha elections in Uttar Pradesh Saturday saw cross-voting by a BJP MLA while another party legislator claimed that she was prevented from voting. Other Congress winners included Pradeep Tamta (Uttarakhand), Vivek Tankha (Madhya Pradesh) and KC Ramamurthy (Karnataka).

Quoting Congress sources, PTI reported that the party was shocked by the behaviour of the 14 MLAs who apparently got their votes invalid by marking the ballot with a wrong pen and would go into the entire issue and fix responsibility. Rebel JD (S) MLAs who cross-voted are Zameer Ahmed Khan, Chaluvaraya Swamy, Iqbal Ansari, Balakrishna, Ramesh Bandisiddegowda, Gopalaiah, Bheema Nayak and Akhanda Srinivas Murthy, Babu said, admitting the loss much before polls ended.
The Congress will approach the Election Commission to protest against alleged misuse of government machinery in the yesterday's Rajya Sabha elections for two seats in Haryana.
