Pence arrived in Tokyo on Tuesday for a two-day visit, after wrapping up a three-day trip to South Korea, including a visit to the Demilitarised Zone between North and South Korea.
Despite this, Sumpter said that the bilateral trade talks will continue throughout Pence's Asia tour.

"This is a signal that PM (Shinzo) Abe is certainly intent on pursuing the TPP 11- so this would be the TPP, absent the US - probably on account of a rising interest among the other TPP players to see what can be salvaged, even if the USA decides to continue to turn away from the TPP", she added.
U.S. Vice President Mike Pence and Japanese Deputy Prime Minister Taro Aso are kicking off a new U.S. -Japan economic dialogue that was launched during Prime Minister Shinzo Abe's meeting with President Donald Trump in the U.S.in February.

North Korea poses the "most unsafe and urgent threat" to the Asia-Pacific region, visiting Vice President Mike Pence said Wednesday aboard a USA aircraft carrier stationed in Japan.
And while the tensions with North Korea have dominated Pence's trip, the goal of it is to promote USA trade in the region.
As he stood aboard the aircraft carrier, Pence said President Donald J. Trump sent him to thank USA and Japanese service members who have "stood up and stepped forward to protect our countries, our values and our very way of life".
"But at every step of the way, North Korea answered with overtures of willful deception, with broken promises and nuclear and missile tests", Pence said.
"Unless you were in a crisis situation where we thought the North Koreans were getting ready to attack us, a preemptive strike against the North Korean nuclear and missile program is simply not a practical option."
"The policy of President Trump is to marshal the support of our allies in the region - Japan, South Korea, nations around the world, and China", Pence said.
North Korea did test a missile on Sunday, but by USA and South Korean accounts it failed "within seconds".
White House officials say the meetings in Tokyo are meant to forge a framework for future discussions after the US withdrew from a Pacific Rim trade pact.
