"We don't have a nothing-burger today, and we don't have a mayonnaise sandwich", he said, revealing platters symbolizing each item.

"What we have is a bunch of political bull you-know-what", he said as he lifted the lid on the final platter that showed what appeared to be a pile of bull manure on top of the bill.

"And for that reason, I'm signing my veto on budget bill".

The Republican legislature's bill doesn't include Justices taxes on consumers, businesses and the rich and instead cuts spending on higher education and healthcare. "I hope and pray that the silliness will stop and we'll all do the right thing for these people that are here, for this great state and we'll stop the bullcrap", Justice said.

"We have got to stop the nonsense that goes on here", Justice said. It also would apply $90 million from the state's rainy day fund to close a projected budget deficit.

A bill vetoed by the governor means the lawmakers will be called back for a special session to adopt a spending plan before the start of the new fiscal year on July 1.

A House analysis describes legislators' $4.1 billion general revenue budget as $60 million lower than the current budget.

"The governor needs to accept the reality that his tax increase proposals simply do not have the support of the vast majority of elected representatives in the Legislature", Armstead said Sunday following the budget vote.

The Democratic governor of West Virginia brought a pile of bullsh*t to the state capitol in Charleston this week.
