Everton have Kevin Mirallas, Ross Barkley and Dominic Calvert-Lewin as supporting acts for Lukaku, with new forwards seemingly set to join the Toffees group before next season.
Everton have identified a potential replacement for Romelu Lukaku who is speculated to be leaving the club this summer.
The latest outburst follows a story today that the Belgium global would prefer to join Manchester United than former club Chelsea because he is concerned he will not fit into the system of play favoured by Blues boss Antonio Conte.
It's added that Chelsea are ready to splash out £80m on taking Lukaku back to the club, but with Mourinho also keen on having a second go with him after their previous stint together in west London, a move to Old Trafford could be the preferred option.
He is the leading scorer in the Premier League this season with 24 goals and is closing in on the Golden Boot.More news: 2nd Test: Gabriel five-for sets up Windies win as Pakistan capitulate
Meulentsteen told the Alan Brazil Sports Breakfast show: "Lukaku has obviously had a fantastic season and he is a goalscorer".
"What he needs to develop definitely is his game on the ball, in terms of quick combinations with his teammates".
'That is where he falls short, I think, and it's something that's not as exposed at a club like Everton'.
"But if you play at the highest level, your finesse on the ball in the final third, your decision making has to be absolutely spot on".
Chelsea will likely finish the year as champions and will return to the Champions League, although things look a little trickier for United which could yet have an impact on their summer business. "I don't think so".
